Here is a vintage cookbook page that includes an image of a stack of waffles on a blue plate and an old fashioned glass jar of syrup set out on a white placemat. The page also includes a recipe for waffles.
The recipe suggests substituting 3/4 of a cup of cold boiled rice in place of 1 cup of the flour in order to save flour for the government. This page is from the Ryzon Baking Book by Marion Harris Neil. It was published in 1917, a time of war. Perhaps flour was being rationed at that time.
