These felt hats were fashionable Victorian hats but some of them remind me of pilgrim hats and the one I’ve put on the top right in this collection could work as an old-fashioned Halloween witch’s hat. The images are from the H. O’Neill & Co. 1897-8 Fall & Winter Fashion Catalogue.
